To acquire it, find the Shrine of Azura on the southeast shore of Vvardenfell
The Shrine of Azura is located east of Molag Mar and south of Holamayan. It may require some climbing and swimming to reach, so Levitation or Water Walking are helpful. If you activate the statue of Azura inside the shrine, you'll be given a quest, which can earn you Azura's Star
